Tracing an edge
Lines can be prone to this, and so can offsets, so there's no point in me suggesting that you use offsets instead.
In this situation, where the borders don't have an edge of something to follow (like the land itself), I would probably add a temporary sheet effect or two to the land sheet to use as a guide to hand draw the border. This is a square of grass texture on the FLOORS sheet of this dungeon map I'm working on. I've added two temporary sheet effects to mark a 5 map unit distance outside and inside the perimeter of the grass square. The outer corners are rounded, but if you were measuring exactly that amount from the corner they would be rounded.
This is not the normal use for glows, so I have shown you both effects so you can see how to set them up to use them like an automatic guide.
I would delete them both when I was finished.

Missing buttons
First rule of installing any piece of PF software is - don't start manually moving anything around. I am aware that some bad advice was recently given on the FB Group page about moving things around, but this is a recipe for disaster. Please don't do that.
The installers put things in the right place, however, not all Symbol Sets have the same structure, so you can't compare them against one another like that.
Carry on installing your add ons (it doesn't actually matter which order you do them in as long as they all come after CC3 and you do a final reinstall of the most recent CC3 Update at the end of the process).
SS1 and SS2 don't have buttons.

Tracing an edge
No. It was meant as a solution to help you produce a shape to draw your border areas, which I noticed were lines of set width along the coast. You can't draw lines that thick and that wiggly without those artefacts you mentioned. The solution is to draw them as polygons with lines of zero width, but around the outline of the intended line. That would require a guide shape to do by eye, so the two glows act like a template - a drawing guide.
However, it is possible that I have mistaken your intent. I was working on what I could see in your shot.

Filter DLL Files Missing
I have just downloaded and opened the first of those two files.
I can't see any problems with it on my PC. What did you mean when you said the sheets weren't working?
Here is a small part of the map as a screen shot. Those red Xs are there because their are images you have imported that don't exist on my system, but that's the way CC3 shows the space where artwork is missing.

Problem with doors

Can you hide all the sheets except for the WALLS sheet, and then use List from the Info menu on the walls?
That will give you a blue window listing all the attributes of the wall(s) you picked, which will show you which layer they are on.

Cutting symbols usually have a red line with a tiny cross at either end - visible in the symbol catalogue pane.
Layers do not control the order of appearance, which is why the list of layers is alphabetical.

Problem with doors
Hi Octorilla :)
This is quite an old thread, so my approach to solving your problem may not seem to relate very well to the things helpers used to say about doors and walls higher up the thread, because the app has come a long way in all those years.
First, can I ask how you drew the walls?
Door and window symbols are usually cutting symbols these days (though you can still find those which don't cut). They cut, but they only work on lines drawn on the WALLS sheet and layer to prevent them from cutting anything else (like the floor, or any other polygon that just happens to be there). The special wall and room drawing tools found at the top of the left toolbars will automatically place walls on the correct sheet and layer so they will be cut by the cutting door and wall symbols, but if you use any of the primitive drawing tools on the right toolbar it is a matter of sheer luck if they end up on the correct sheet and layer.
No problem if that is what has happened. You can move the walls to the correct sheet and layer using the Change Properties tool on the left toolbar.
