OK, first off: This is excellent. I was immediately intrigued. That's a big part of any map: "Why should I keep looking?" You answered that one!
So, I have to ask this: Which part of PA? The inhabitants of each of the two halves would probably behave very differently in such a setup. It's a fun situation.

Game Masters: Preferences for Labeling on Game Maps
@Monsen I was going to type something here, but you said 100% exactly what I do.
I'll add that many commercial modules have 2 maps: 1 with labels and 1 without. One is for the DM and one is for a handout. You might also consider "fog of war." How do you handle what the characters cannot see yet? I have covered the maps with blank paper to hide what's around the corner, and I've also tried printing each small area on different papers so I can tile them together when the party can see an alley, etc.
BTW, Dioramas 3 comes in handy here!

Tracing an existing map on paper or a image file.
Once I'm done doing this, I don't delete the image just in case I want to revisit it and not have to reimport and reposition it. However, simply hiding it where it is means that it's in the way. If you ever have to use "show all" sheets, it's back and in the way.
Instead, I move the image sheet to the bottom so it doesn't show, and it doesn't matter if it's visible. If I ever need it again, I can move it back to the top, and it will be in the same position and scale.
