You can insert any image in jpg or png format into CC3+ using Draw -> Insert file. Note that this inserts a reference to the file on disk, so if you move/rename/delete the file it will stop showing up properly in CC3+.

Make sure to put it on a dedicated sheet, and then you can move that sheet up/down in the sheet order when tracing if needed, or just hide the sheet.

I don't think there is a way changing symbol references using macros. But as a workaround, you can just explode the symbols in the drawing. In most cases, this won't make a visual difference, but the symbols are now just a collection of primitive entities which should react nicely to color changing commands. Obviously, they no longer will be regarded as symbols for commands operating on those, but that is usually not that big a problem.

The reason the drawing tools all seem to use the same fill is because they are looking for a fill that does not exist in the current map, so they fall back to the currently selected fill instead. This is an indication that your style isn't set correctly, since each style typically have it's own fills.

To get the tools showing the proper fills (for the style they belong to), you can import the fills into your map using the procedure described here (but I do suspect that isn't really what you need here, you probably wish to use the correct tools, not the correct fills from the wrong tools.):
