Problems with Annual Overland Hex Map
The structures aren't defined as Hex symbols, and I believe that is intentional. Hex symbols in CC3+ has some special properties, one being that they replace each other so there will only be one in any given cell. This enables quick mapping and easy changing of features without having do delete stuff first to avoid ending up with a stack of symbols. The mapping guide for the style also mention that they are not true hex symbols.
Unfortunately, that also means they won't scale automatically, so you need to manually set the correct scale before using them (although it should normally remember the scale if you just placed a hex, but if it doesn't set it manually). But once you have set the scale correctly, the snap grid for the map should allow you to place them correctly aligned on the hexes.
I did notice your snap grid was wrong, and after checking it seems like this is a problem that occurs because you set the grid from the new map wizard. Unfortunately, it can't set the snap grid from there for some reason (notice it is greyed out), so life is easier if you make the map without a grid, and then just add it immediately after creating the map from the wizard, as this allow the correct snap grid to be created. Not sure why it is like that, but at least adding the grid afterward is an easy workaround. (Or, you can just edit the snap grid manually afterwards, that works too)

To create the same texture at different scales, you need to make multiple definitions for it.
Simply find the relevant fill in the fill style dialog. With the desired fill selected, hit the new button, and give it a nice name. Now you have two copies of the same fill definition, and you can change the scaling for one of them. Make as many clones as you need to set up various scales.

You can customize those from :COSSTARSETTINGS:. You'll need to turn off the auto scaling to be able to enter a value manually for the base symbol scale. Note that this only applies to future items, not existing ones in the drawing.

Note that even if you do not know the name of the fill, you can still use CHANGEFS, if you just let the fill name be blank when asked and just hit enter, you will get the fill style dialog where you can pick your fill. (But admittedly, picking through MPEDIT is probably easier as it is a single dropdown, not a dialog with 4 pages)

Very odd but persistent problem in Campaign Cartographer 3+ on Windows 11
CC3+ doesn't install anything that even integrates with explorer, so I am really struggling with coming up with any case where this would be caused by CC3+. Certain 3rd party programs that changes explorer behavior, like Sue mentioned, can certainly cause this behavior, but there are no components installed by CC3+ that explorer would refer to, so when CC3+ isn't running, it is like it doesn't even exist as far as explorer is concerned.
The only "integration" that exists is the file type mapping that causes explorer to recognize the .fcw file type, displaying the right icon, and allowing CC3+ to start when you double click the file. But that is core explorer functionality, and all CC3+ really does is tell it where the executable is by giving it a text string, it isn't an actual add-on to explorer itself, and CC3+ does it exactly the same way as any other program.
When it comes to Windows 11 and Lenovo Legion Pro, I have that combination myself (A Lenovo Legion Pro 5i [2023]), and CC3+ works perfectly fine on it.
When you did your clean reinstalls of Windows, did you install anything else before CC3+, like a custom virus checker or something? (I have to admit, that 6 month trial of whatever Lenovo shipped with my machine went out the window almost immediately, I prefer Microsofts own, and I certainly don't want something I have to start paying on in a few months). Most antivirus software works absolutely fine with CC3+, but I am just trying to find some commonalities that could be a probable cause.

Since what you are looking for are essentially just simple markers, if you don't find what you are looking for elsewhere, you can easily just draw them yourself and define them as a symbol. See page 75 of the user manaul that shows step by step how to make a basic symbol marker like this (Or page 105 of the latest published version of the Tome, if you have that)

Unexpected results from Multipoly
Is that red polygon in the middle a separate polygon you can manipulate? Could it have been there from before you assembled the multipoly, perhaps as a copy of the blue entity?
Multipolies take on the properties of the current settings when created, not the properties of it's member, so that the multipoly itself became an outline could just be that fill style was set to hollow when you issued the command.
But, if that central red section is part of the multipoly itself, it is something I haven't quite seen before. If that is the case, can you post the .fcw file so we can take a look at it?
