Altering GUI for larger tools
There are a couple of things you can change. For example, you can get larger toolbar icons by clicking the :TOOLSICON: button, and you can change the size of the symbol display by clicking the options button on top of the symbol catalog.
The rest of the GUI is set up using standard Windows sizes, and follows whatever scaling setting you set in Windows. (With some exceptions, like the text size in the blue info window.

XP - Solar Legends Map Generator
My next effort will be to package it so that you don't need Visual Studio to run it.
That's easy enough. When you build it, it creates a .dll file. Just give people a copy of this file and tell them to put it in the CC3+ installation directory (Just make sure you build it in Visual Studio using the Release profile and not the Debug one). I am pretty sure people won't need to install any C++ runtimes.

Delete hyperlinks between maps
While the tome doesn't address deleting them directly, it tells you how to show/hide and edit them on page 136.
I try to cover as much as I can for the documentation, but CC3+ is pretty complex so it is difficult covering all the different ways people may be looking for information without making the documentation unwieldy.
But I am always taking suggestions for what to improve.

My Favourite Fantasy city.
All the main add-ons have their own menus. I don't think there is a central location where this is stated, but the toolbar for each add-on are discussed as the first thing in every add-on's chapter in the Tome.
For the city legend, I am assuming you talk about the index (Create Index in the City menu), you can find it on page 398 of the current version of the tome. Unfortunately, search is rather dependent on using the right words. Which of course, is difficult to know when you're searching for something you are unfamiliar with. Acrobat is not smart enough to search for similar terms, and making a list of all the words people may use when searching for every single term used in the book is also rather unfeasible. Maybe in the future it will be possible to use an AI to search the book that actually understands the context, which would make it easier to use alternate terms and still find what you are looking for.

FRACTAL TERRAIN: Polar Shift not working in Demo version
I think there are some limits concerning what those value will actually change. I am pretty sure they only change the fractal function, i.e. the randomly generated world, and does not affect imported real world data or manual editing. From your description of working with Earth and Hudson Bay, I assume that may be the issue for you.
Not that it will help you do what you are trying to do, but I am pretty sure if you generate a new synthetic world and then change those values, the world should reorient.
I don't use that function very often though, maybe @jslayton have anything to add or correct.

Sorry Don, but you seems to have looked at the wrong entity here, it is only the map title that is problematic.
The reason why you can't change the text color of the title is that it isn't a simple text entity, it is actually a symbol. One of the feature of symbols in CC3+ is that they can include user, provided text. In this case, the symbol only contains text, nothing else, but it is still a symbol.
Now, what is happening when you try to change the color is that you change the color of the symbol itself. But there are no part of the symbol that is set up to react to color changes. A symbol is made up from multiple entities, and each of these have their own color configured, they don't inherit the color from the symbol itself.
So, how to change it? There are two ways, either edit the symbol definition itself, or simply explode the symbol. Exploding a symbol "undefines" it as a symbol, and just leaves behind the individual parts that made up the symbol, in this case the single text entity and nothing else. So just use :CC2EXPLODE: on the title first, and after doing that, you should be able to change the color just as for any text. It is still not a regular text entity, it is a special kind of entity called a text attribute, but for most cases that doesn't matter.
