disappearing symbols
I can't open your map right now, but check your sheet order. The behavior you describe is exactly what happens when the symbols go to a sheet that is hidden by something else, for example a landmass.
For performance reasons, when you place symbols, they will always appear on top of everything else, but once you change the view in any way, the view is recalculated, and everything goes into the correct position based on sheet order. The fact that the symbols disappear means that they are on a sheet behind something.

CC3+ installation corrupted when upgrading with "CC3PlusUpdate28"
You don't need any of the CC3 stuff. A lot of the products will have installers for both CC3 and CC3+, so make sure you get the CC3+ installer for all of those, they should be labeled.
There's no specific order of installation, but you should always install the latest update at the end after installing everything else. This is because it doesn't just update the core program to the listed version, but it also updates all the add-ons at the same time.

World Map or Regional Map
It depends on how you wish to do the planning. If you have an idea of how you want your world to look, I would start there. But if you don't, it is better ti start with a regional map, and then gather some ideas as you play.
The advantage of having a world map is that it is easier to be consistent with the information you feed your players, but it can also restrict things a bit as well.

can you cut an existing map in half?
Are you sure you're not a bit premature here? How many nodes do your entities contain? While it is true that too many nodes can be bad, especially for performance, you can still have a significant number of them without worry. Generally, if your most complicated shapes are a few thousands nodes or less, you have nothing to worry about (and it still isn't necessarily a problem if you go over that)
I am mainly asking because, yes, cutting up a fcw is a bit involved with multiple steps, so going through that process needlessly is something you want to avoid.
Basically, the process is very similar to making a local map from a regional map, since you still need to cut up entities even if you're not making a more detailed version
