FT3: Unable to set tool size larger than 258

For some reason, I can neither set nor use the scroll wheel to increase the size of any of the elevation tools (Raise/Lower normal/Prescale) above 258. Using the scroll wheel gets it to about 260, and then drops back down to 258 every time. Manually setting the size fields never increases the area of the cursor above 258, and the number I type reverts back to 258.
It didn't used to do this. Have I got a setting wrong somewhere? I've looked and can't find it.

There seems to be a natural limit to the size of brushes. I guess this might have been set to limit how much data the processors have to cope with at any one moment, and prevent the app from crashing, but I am guessing.
