error at install-may not have appropriate permissions

I am attempting to re-install CC3+ to a windows 10 PC. When installing as administrator it is failing citing administor/ appropriate permissions.

I am the administrator of the PC for installation. The exact box it is presenting is with the attachments. Is there a work around for this warning?

Fairly certain I have had CC3+ on this machine before with no issue in windows 10.

Windows is sometimes a bit difficult when running executables from the download directory (it considers it an internet location, and as you know, there are bad things out there). Try right clicking the installer, select properties, and on the General tab of the properties dialog that appears, see if there is a button labeled 'Unblock' or somesuch near the bottom right.

Not seeing anything chooseable for 'unblock' or any such . choices are read-only and hidden.

while i was there i tried to have it run as windows 7 which presented the same error box.

My firewall/anti-virus does that. I had mine set to 'ask before block'. Apparently an update changed it to always block.

Now it asks me first.

Kaspersky. It needs to be paused for the install to process.

Oh I used to have that. Its too expensive for me these days.

I have Avast but don't use it. Windows is a terrible nagging nanny, but Defender is pretty good.
