importing png symbols

So my friend wants me to do his map in CC3. It's a very large file. The way I am going to do it is import it as a png symbol and put terrain and such over it. However, when I do such, the forest and mountain symbols are too small because the map symbol I imported is so large. It's not a scaling issue. I was just wondering if there is anyway to import this in with it's correct size so I when I edit it in photoshop I can still see the quality of the forest/mountain/ect. symbols resolution. Also I only have 2 gigs of ram and if I go over 5k by 5k miles and render the pictures with 5k by 5k pixels my computer crashes. Was just wondering if there was any other ways to do this...

Create a map border that size on an overland template.
Insert the png into that map template on its own layer so you can delete the png later.
If it is continent size, say 2,000 miles across, don't use symbols for cities, villages, etc. Just mountains.
