CSUAC_2 Installation

I recently attempted to install CSUAC2.

The toolbar refuses to appear. The guide said if it does not appear after clicking the hammer icon and clicking the box next to "Custom icon bar 3" until an up arrow appears, to restart CC3+.
I have done that. I still have no tool bar.

For completeness, in C:\Program File (x86)\ProFantasy\CC3Plus\@.ini
It contains the following reference directory: D:\ProgramData\Profantasy\CC3Plus

This is my custom DATA_FOLDER.

This is exactly what I used for the installation when it was requested by the setup utility. I know that is a common mistake, people use the program folder instead of their data folder.
I am certain I did this step correctly.

I ran the setup utility as administrator.
I coped city.mnu, dungeon.mnu, and FCW32.MNU out as a backup. The FCW32.imn did not exist.

Any help would be deeply appreciated.

Well, I went through the installation again. The tool bar is there and everything appears to be working.
I guess the first installation failed? I don't know what happened.

Bogie installed perfectly.

Downloading all of the Vintyri files now.

I guess it just failed and I didn't realize it. I checked to see if I had duplicates in my directory trees. I checked everywhere I could think of for the CSUAC2 files and I don't have duplicates.
No red x's either, so, I suppose it just failed and perhaps I didn't notice.
