[City Designer] Tree symbols being placed below Elven three houses after activating sheet effects.

Hi, I don't know what is causing this problem. I extracted the proprieties of both symbols and they both are in the same layer.

I am not sure what would be causing this, that behavior is a bit puzzling. But as a work-around, I would recommend just creating a new sheet (SYMBOLS HIGH or something), placing it just below SYMBOLS in the sheet list, and moving the affected symbols to that. Set this new sheet up with the same effects as the regular SYMBOLS sheet.

I end up doing that, if someone want to investigate this problem I uploaded the file before I made the new layer.

Are you talking about layers... or sheets. Its not the layers that control the order in which things are drawn but the sheets. You need to adjust them, not the layers.
