I am new at this, so my advice probably isn't the best... But there is a 'button on the side of the program for rotating. You click on the edge of the items you want to rotate. I think you can click on multiple items at once.... Therefore rotating everything at once? Maybe if you clicked on the edge of your map?
RobertR, can you clarify what it is you're trying to do? For example, did you create a bunch of stuff on side of a specific sheet, say, a mountain range down the right side of the map, and now you want a mirror image of what you put on the sheet to display on the other side? And, again, just the entities you placed on a particular sheet?
Also, the Mirror command "flips" the selected entities to a mirrored position. That is, the items you select are moved and flipped. If you want to create mirrored copies you need to use the Mirrored Copies command. You can right-click the Copy button and then select Mirrored Copy from the pop-up menu, or you can type MIRCPY and then press Enter.
Sheets are not generally available as a "selection" option. Layers are generally used for grouping/selecting. That's not to say you can't do it, it's just that it probably isn't something you can choose from the selection options. To "select" the sheet, try hiding all sheets except the sheet you want to mirror. Then, choose the command you want to use (Mirror or Mirrored Copies), select all visible entities (they should all be on the one sheet) and then execute the command.
