CC3 installer crashes

Sooo this is very strange. Been trying to install CC3 on a new laptop - a Dell XPS13 ultrabook running Windows 10. At first, CC3 installed, but I had some strange issues with menus not loading and some other problems. So, I uninstalled the program, and went to reinstall, but now, the installer itself simply crashes. It's always at the same point: after clicking "I accept the license", clicking on "Next" causes the installer to hang for ages. Clicking on it again, or alt+tabbing away and then back to it, causes the "(Not Responding)" to appear in the title bar, and the only option then is to force close.
I've deleted the installer I had, waited a few days, and then downloaded the installer again from the website tonight; no change, still get the crash at the same point. I'm hoping I can get this resolved by this coming Thursday - I'll have some time to kill that night and will be away from home, so I was hoping to have CC3 ready on the laptop by then if possible. But obviously, in the larger scope, simply getting this fixed at all is the most important, regardless of how long it takes. So - Help?
EDIT: wanted to mention that I did try running as Admin; the installer crashes at that same point regardless of if I do or not.

Please open the Windows registry and delete the following entry:
HKEY_CURRENT_USER\Software\EvolutionComputing\CampaignCartographer3\SerialNum
That should allow the CC3 setup to continue past the EULA.

The strange news manifested after I played around some more. Trying to load the test map I made does still crash it - in fact, as far as I can tell, any map created ON the laptop in the Modern Political style will crash CC3 on load, but only if the map is both created on the laptop and in that style. Maps created in the MP style, but that are existing maps that were ported over to the laptop before being opened, load fine. And maps created on the laptop, but in the default CC3 style rather than Modern Political, are also fine.
Certainly odd, and I'm happy to provide any other info that I can if you would like to troubleshoot that behavior further. But I appreciate the help so far and that I can actually use CC3 on my laptop now!
