Way to select "empty space"?

Hi,
currently I'm painting political areas into my map and I'm doing it wrong.
Yeah, I'm sure about this Because when you are looking at the image below, I'm painting the white area, I'm manually painting a border along the other areas, there must be a better way.
My goal is to create a new area below the coloured sections, but how to make this more usable?
The only idea I had is to copy everything to a new layer, then explode it, delete the border-lines not relevant to me, add new boders and then mulipoly it again.
Any other ideas?
I might have to adjust the borders later, so I'm already afraid of the work coming towards me

- Use a drawing tool (The default landmass tool is usually a fractal poly in most styles), then simply change the properties of the resulting polygon (and delete the outline) afterwards
or
- Create a new drawing tool with whatever properties you want, set it to draw using a fractal poly, and use that.
