Since it mentions network location, is your 'Program Files (x86)' redirected to a network drive by any chance? (Network drives and UAE elevation is unfortunately a bad combo)

The program can't start because VCOMP120.DLL is missing from your computer. Try reinstalling the program to fix this problem.
When I try to reinstall I get the error in the original message.
Error 00000007E loading XP module: Effects.dll
