Won't Place Points Where I Tell It To

I'm trying to create a river, and occasionally when I click to place a point for the river curve, CC3 decides I "meant" to click a point several dozen pixels away usually off the map edge, and that's where the point goes. Have I selected some "option" to make it snap to things? If so, how can I disable it? I want the river point to be places exactly under my cursor. I am able to bypass the issue by zooming in, but is there a way to solve the problem without zooming?

Make sure snap is off. There is a rectangular button lower right, If it is depressed, it is selected. Click it once and snap will be truned off.

I checked that. Snap is off. I turned it on to see what it did, and there was no change. Turned it off again, still no change.

Do you have the Attach function turned on (as indicated by the square pick cursor)? If yes, try disabling that. It's also on the buttons in the lower-right of the screen. The default river drawing tool for CC3 has "Attach" turned on to make it easy to snap the river to a coastline, but it can get in the way if you're accidentally hitting other entities.
