I am running CC3 using the Pete Fenlon mapping style on windows 7 and when I create an island I get the outline and no fill. Yet when I delete it or first the create the island the fill is there.
Check the tools menu, I think under the drawing tools and check what the default fill is. I had this problem as well, but on city designer. Seemed that the program thought I wanted everything "hollow" instead of either solid, or in the case of the fenlon style, CA13 background.
