New install mouse wheel will not work

I have an odd problem that I cannot find a similar situation by searching this forum.
I have a new system, Windows 7 64-bit OS. I have CC2 and CC3 on my old system and it works as desired. I installed only CC3 on my new system (to keep it simple) and I followed the recommended install order. After much trial and error, I found that I had to install the program in its own folderk, NOT in the Program Files (86) folder. I was able to get everything working until I installed Patch 10, at which point it started to give that ugly error (Error 00000007F loading XP module: XPDWG2.DLL) on start up. I had to uninstall everything, start over, and install everything but the patch.
Now I am up and running and everything so far is working, but my mouse wheel will not zoom in or out on the maps I am working on. The first thing I checked was the Tools>Options section and, yes, the box is checked to 'use middle mouse button for zooming'.
Is there another area in the program to check for these settings? Has anyone else had this issue?
Any feedback will be appreciated.

I realize this is a strange and isolated glitch, but I was hoping that someone out there may have come across it. Oh, and yes, I did try two different mice, one a bluetooth Logitech mouse and then a standard USB mouse. Both had the same symptoms.

Go to Tools>Options and make sure there is a check beside 'Use middle mouse button for zooming'.
If it is already checked, or turning it on has no effect, try running the latest update again. This may not work, but it is worth a try.
