When trying to place objects, buildings, items, or even lines there are never placed ware I click. There always off set up down left or right. why is this happening?
You probably have "snap" turned on -- it's a setting to automatically snap the cursor to grid points. It's useful for some kinds of map.
To check and turn it off: In the lower right of CC3 are 5 buttons: Grid, Ortho, Snap, Attach, and Locked. Probably you will see "Snap" depressed. Click on it so it's not depressed, and your problem should be solved.
