This is driving me to complete and utter distraction! No matter what layer I put the lake on, it keeps on covering up the surroundings. How do I stop it doing this?
What you need to adjust are the sheets (which define the drawing order), not the layers (which are an organization and handling tool).
Open the sheet dialog and look for the sheet the lake is on - probably on RIVERS but it might be something else. Use the Up button to move that sheet just above the SYMBOLS sheet in the list.

Sheets are draw, top of the list downwards.
the bottom of the list of sheets is drawn last, therefore on top of the other sheets.

As an aside, doing this revealed some text I'd forgotten about, which was a useful thing to happen!
