Effects not Working

I've got a map on which the effects don't seem to be working and neither do the resolution features and I can't figure out why. I've attached the map below and would appreciate any light anyone can shine on the problem.

You have your MERGE layer hidden. It must be shown in order for sheet effects to work.

That fixed it. Thanks. I would have never have figured that out on my own.

Merge layer and symbol definition layer being hidden and then changed to show, solves a number of problems.
