Sheet Effect Issue

When I render my maps, only the land effect will render. I have effects on the rivers and symbol sheets. However, those effects will not render. They do show up in CC3 before the render. No sheets or layers are hidden. I am not sure why they won't render. I tried different file types as well. It worked before with the same sheet effects. Any ideas?

Ah, it's adding the land effects, but not the symbol effects.
