CC3 has essentially an unlimited drawing canvass. There are only two things limiting your drawing: the entities on the Map Border layer prevent some of the drawing tools from drawing outside, and the map border itself (and sometimes a mask) hide things drawn outside or make them look odd.
The easiest thing to do is to hide every layer but the "Map Border" layer and rescale everything on that layer. Now you have the size canvass you need.
