Proportion and Distances

I am just starting a new map but seem to be misunderstanding something. I would like to make a map that is in km's which I assume would be the Metric version map. I am assuming that the metric is in Km's? I would like this map to eventually be printed on a A3 paper which has a proportion of 1:1.4142.
The size of the map in km's is 1.26km in Hight and therefore the Length would be if in proportion 1.781892Km in length.
When I start a new map I put the km's in as the dimensions Width 1.26 Height 1.781892. which appears to make both 1 Width and 1 Height(Square), which makes me think I am not understanding something. I can change the Width to 2 which does make a rectangle but its way out of proportion. Any numbers with decimals don't seem to work.
Are the dimensions in km's or are they something else?
If they are km's how do I make a map with the correct proportions?
Any help with this would be appreciated.

What type of map are you making?
Overland maps are in kilometers or miles
City maps and dungeon maps are in meters and feet.
You can't have a fraction of a map unit when you create a file.
In this case it's a city map, so I will try in meters, thank you very much.

You can also make a map in whatever dimension and adjust it with the built in tools. Makes it so easy to scale stuff to alternate scales after you start.
