So I am trying to mix relief maps with the WH. It gives some nice dimensionality to the mountains. The forest look flat in comparison. I have played around with some forest effects. Decent enough or does anyone have some suggestions?

I can't really see what you've done with the forests in that picture, but the central pieces look nice.
Have you tried using a lighted bevel with a large smoothing factor on them?
I did add a lighted bevel to the forests. I didn't make them large though. Just enough to give them an edge and I added a drop shadow to the dark forests. I suppose I can increase their values and upload another image to see if they look better or worse.
Try 3 layers for your forests; Like Forest, Forest High, and Forest Higher. The draw the forest in different layers on top of each other.
Experiment with darker colors on the bottom and go progressively lighter in each layer for light-like effect.
As Loopysue mentioned; try the lighted bevel effect.
Yes the bevel works. I was talking about the "Smoothing" factor. If it's set to zero you get that typical sharp edge at the top of the bevel, but if you increase that number sufficiently you might get something a bit more organic than that. It's the 5th text box down on the edit dialog for that effect.
So I took some of the suggestions. How does this look now?
I like the trees a lot better.
