Creating a "clean" template

I'm wondering if there is an easy way to create a new map that has nothing in it at all - no symbols, drawing tools, etc. I'd like to play with building up a style from ground zero.

If you use the symbol catalog template, it starts with basically nothing to be able to create clean catalogs.
