roads - problem with shadows on roads sheet

i have shadows on my roads sheets -- there shouldn't be any! The screenshot below shows my problems, and its not just roads, some of my buildings have shaddow problems too, as did some of the horses and well. I juggled the sheets around to resolve my stable symbols. I've tried moving sheets but with one issue sorted out another appears.

Looks to me like the roads aren't on the Roads sheet.
roads are in the symbols sheet
what the ....? I go through the Drawtoolsp panel every time.
