I'm having problems doing so.
A few days ago I installed CD3+ using the top installer, however today I opened the Wizard and found absolutely no templates and yet the buttons were there, giving me symbols. Trouble is most of them are vectors.

I'm new to CC3+ myself but after you install an addon of any kind you should install the latest CC3+ update again. It's supposed to fix the menus, maybe it does something for the templates too.
When you say they aren't there, where are you looking for them? In the first dialog select Cities, and Decide settings myself.
Then CD3 should be available from the list in the second dialog.
