CA60 1930s Travel Guide, water is too big (solved)

That's the included map that is 1000x800. But when I make a new map of the same dimensions (both metric and imperial. The circles are quite large:

The included guide says this about the water fill "the fill is a hatch style consisting of lots of individual entities..." I think that provides a clue how to change it but I don't know how to tell it make those entities tighter.
