Chanced-upon someone on Deviant Art a few days ago who's been mapping their imaginary world of Elyden for a decade, now also on Patreon, often using just this kind of style - though not using CC3+, as far as I'm aware. If anyone's interested, this is the Deviant Art homepage for the mapper in question.
I think he uses PS for everything, although there might be some Wilbur thrown in there in the past. I can't remember now.
Yeah, he uses primarily Ps. His work is exceptional.
