In Process Large City

This is a very large city from my campaign -- started in CC2 and never finished. I'm hoping to get enough time to at least start moving it forward again. I'll probably change to some CC3 elements as well, but as yet I'm not sure what the final style will be.
A little more detail is here:
I did start on a relief view, and realized that I needed to finish the base map before I started this. Interesting effect though.
You should be able to click on the image to see the larger size in FLickr. COmments always welcome, and I'll share my (probably halting) progress up here as well.

I then shifted each contour "up" (y-coordinate) by the distance between that contour and the base one on the map.
That was all the easy part. THen I started placing building starting with the ones I'd drawn in the temple district. I'd copy a group from one level of the map, re-project it, and paste it at the appropriate place in the new map.
At that point I realizesd just how much work there would be, and decided not to move forward until I finished the base map.
In some ways, it was a reality check on my contours. While I can read a topographical map and know the general lay of the land from it, I found that creating one takes a different insight. I wanted the temples to sit on the top of a cliff, but I couldn't tell if I was putting the contours close enough together. As things turned out, I decided to stay with what I had even though the temple area cliff is not as steep as I wanted, and the cemetary (City of Sleep) is more rugged than I wanted. But I only realized what I was dealing with when I did this projection.

I'm looking forward to seeing the finished project (or intermediates).
Do you intent to work on the 3D too?
Thanks for sharing it with us.
