Importing a PNG File

I have looked over the importing images and can't find what I am looking for specifically. I want to import this file as a background and then redraw it. My drawing window is always smaller than the actual image when I drag it in. How do I fix this problem?

Use Draw -> Insert file to insert it. This allow you to specify the size as part of the insertion procedure.

Or simply use Scale after inserting it.
