cc3 - Why do my labels disappear? Is there a sheet/layer auto-hiding?

Whenever I type in map labels they disappear. I know they are just hiding somewhere.

Sheets determine that.
Text sheet should be almost at the bottom of the sheet list.
Well, I am on my Text sheet, but they are still not there.

Yes, that looks like the answer. When I hide everything except my Text sheet, I see the text but nothing else. But how can I change my draw order? I already moved it to the top of the sheet list, and I also tried at the bottom, but it still remains buried. "Sunk," actually, because it is under my Contours Sea sheet.
Sheets are drawn on screen in the order listed in the dialog, so the very last sheet in the list will come out on top. Normally the text sheet is almost last, but placing it last should guarantee that the text is on top.
