I have just stumbled across an amazing map reference tool https://www.oldmapsonline.org/. This site allows you to access around half a million historic maps from major collections from around the world. Essentially you chose an area on a world map. The database will then present you with all the maps of that area from the participating collections.
Each of the participating collections are themselves a major mapping resource, which probably should each have a link on the Historic Maps list. Some, like the David Rumsey Map Collection and the National Library of Scotland already do. A list of the contributing collections can be found here: https://www.oldmapsonline.org/about/.
