Reinstallation seemingly destroyed my map
The installer contains updates not just to the main program, but also to the add-ons. so even if you have the latest program version, there will still be things in the updater that updates the add-ons. This is why it should be run at the end after installing everything.
What do you mean when you say things are gone though? Is it replaced by red X'es, or just completely gone? If it is the former, it means that you are missing art resources you used to have installed, which probably means you forgot to install something on your new install.

How do I get the add city layers under the city tab to work? (CD3)
This file doesn't change the defaults for new maps, it only allow the add city layers command to operate properly and add the layer to an existing map.
To change defaults for new maps, the only way is to edit the template they are based upon, but there is no global file to edit to apply to all new city maps, you need to edit the templates for each style individually.

Why Does Redraw Always Go Back to the Last Activated Sheet?
OK. I think I found what you are seeing. Does this match what you are doing?
- Your current sheet is the one you're going to hide in a moment
- You start placing symbols. This causes CC3+ to automatically (and temporarily) switch to the SYMBOLS sheet
- You hide the sheet from 1. while you still have a symbol at your cursor
- You stop placing symbols.
If this is the case, this behavior is by design. Tools that places things on specific sheets need to temporarily switch to this sheet, but to avoid breaking your workflow and ending up confused why you suddenly was on a different sheet, it will switch back to the sheet you were on when you end that command (stop placing symbols, end the drawing tool, etc). The sheet is then made active immediately, but because there isn't an automatic redraw, you just don't see it immediately when it was hidden. So it isn't the redraw that restores it, but it is at the point of the redraw you will notice it, but if you look at the status bar, you'll se that it has become the active sheet already before you to the redraw.

Merge or remove an old account
The forum software doesn't have a merge feature unfortunately.
However, I can remove your old account. However, if that old account has posted any messages, I would rather keep it around even if those comments are old to conserve the topic integrity, and instead just disable the account (and I can remove any detail from it if desired). Sounds OK?
I'll need to know the username or email address of the old account to remove, and I'll also need proof that this actually your account. (Sending me a PM from it is fine)

Size of boxes and selection boxes
The issues are caused by certain program controls not responding correctly to the scaling factor in Windows. It happens when you have it at anything else than 100%. Most of the dialogs should be fixed to work correctly with the scaling, but for any you find that don't work properly, feel free to report them.
