No, that's not correct. The SS2 upgrade is found along with the other SS2 downloads, that is, click the arrow next to the SS2v3 entry on your registered product page, one of the downloads there should say 'for CC3+'.
If you don't have SS2 v3, there will be no setup for CC3+ available. You will need to get the upgrade to Symbol Set 2 v3 - that will automatically also give you the CC3+ version.
I only see 2 Files for SS2 and When I tried to Execute the CC3 Compatibility exe I am told I have to downlaod .netframework any Idea which one I need for windows 8?
That means you are looking at SS2 and not SS2v3. It is SS2v3 (The CC3 version) that has been upgraded to work with CC3+. If you own SS2v3, it should have it's own entry on the registration page. If you do not own it, you will need to purchase the upgrade form SS2 to SS2v3.
Ahh so I don't own it. So I will need to repurchase the Symbol sets to Working in CC3 and in CC3+ So Another $32 something dollars to spend on both symbol sets again
The upgrade is not just to get it working, but provides a lot more artwork. The original SS2 was for for CC2 Pro, and only contained vector artwork. A compatibility upgrade was later provided for free to use this in CC3. SS2v3 is the new "native" CC3 version of the symbol set which includes raster artwork and two new map styles. The free SS2 compatibility upgrade, which lets you use the original SS2 inside CC3 (But not CC3+) does not contain the new artwork from SS2v3. The new upgrade for CC3+ is a free update to SS2v3.
As for price, check your registered user page, it usually offers deals on upgrades. Also the latest newsletter sent out to customers included a voucher for a discount.

4. Above and to the right of "Your registered products" you should see a hyperlink called "Download the latest CC3 Update." Click it.
