The Box is too small

As I go back and forth with grid size and map scale, I was trying to insert a new grid into an existing map that already had a grid in it. I do this all the time as I attempt to get the grid to coincide with a real maps actual scale or grid squares.
I turned off everything except the base map, renamed the existing grid, and then attempted to put in a new grid. I get a message that says "The Box is too small."
What Box? Why could I draw my original grid and not this one?
Edit: Partial answer: It is prompting me to draw a rectangle for the hex grid instead of just automatically placing the Grid? I do that and it draws the grid just fine.
Why would it do this?

It happens whether i left-click, right-click, or use the Draw menu item to try to construct the grid.
