Problem with Fill with Symbols

I am trying to build my Deciduous Forest drawing tool using Fill with Symbols. However it is not doing what the Fill with Symbols dialog says.

The first is my Fill with Symbols dialog saved as HL_Deciduous_Forest.FIL

The second shows the symbols that were actually placed in the drawing,

The result using them, too grey and too much white space due to the one tree type I did not want and all the others missing.

The last is the macro in the drawing tool calling the Fill with Symbols item.

    This command seems to treat all numbered items as a collection. So, since 'Dark Green Tree 1' is in the list, it treats 'Dark Green Tree 3' as a variant of the same symbol for the purpose of this command. This is a great way to add variation to this command, but causes a problem when you want to exclude a specific symbol such as this.
    I recommend you rename the symbols in your symbol catalog, there is no need for the symbol names to match the underlying images.
