  When you say you have CC3+ installed, is it fully up to date?
  
  The latest update is available on your account page.
  
  If you did all of that, and your CC3+ version is 3.92 (you can check that by clicking on Help->About CC3), then it might be a technical support question.

  Did you get it fixed? I'm having the same problem with City Designer 3 :) EDIT: nevermind, fixed it... I had to actually make and save a map (just a plain map of water... lol) then it worked :)

  You should be right clicking an install as administrator.
