Text not coming to front of inserted image

I finally found how to insert banners etc, however, when I write text in the image, it sets it behind the image even if I select bring to front. What Am I doing wrong?

Bring to front works but they have to be on the same sheet.

Sheets are drawn from the top of the sheet list to the bottom sheet in the list.

Sea
Land
Symbols
Text

in that order. So text on the text sheet will be on top of everything drawn before it.

Do a List on the Banner to see which sheet it is on.

Make sure the Text sheet is lower in order like I have shown above.
