is there a way to overlay an altitude or climate map translucent over the other (clim over alt or vice v) and move a legend out from under the other or another way to combine alt and climate usefully on one map?

All you need to do is to create a couple of sheets and move the entities to them.
For example. If you create a new sheet called temperature, and then move all the entities currently on the TEMPERATURE layer to this new sheet (from the common sheet), you can apply a transparency effect on the new temperature sheet. This will make the temperature overlay transparent.
The various legends are all on the layers named CBAR something, so to move them, just use the move command to move all the objects on one particular CBAR layer to another location. Make sure you select them by layer to get them all.
