I started with Annual CA85 Mapping Guide - World War 2 Area Maps, and did the entire map in that with the exception of the arrows. I started another map (CA57 Mapping Guide - Military Operations) same size as my original, made the arrows in it where I needed them, then did a Copy to Clipboard, then pasted them into my original map where they went... The hardest part was all the text.

That sounds needlessly complicated. You can create arrows in any map (as long as you own that annual in the first place) by just typing WARROWD on the command line.
