You can select by tag number or you can go into theSymbol manager menu and select 'Sort symbols in map'. As long as its not a perspectives map, that will work.
Make sure the symbol is on an appropriate sheet. Remember that sheet order takes precedence, so it needs to be on a sheet later in the drawing order than anything that would cover it. It doesn't necessarily have to be on the last sheet in the order (although that would certainly make it on top). To put it in front of other entities on the same sheet, use the Bring to Front command from the rightmost toolbars.
Sheets are the main way CC3(+) organizes the display of entities. Entities on sheets early in the drawing order will be covered by entities on sheets later in the drawing order. When you open up the Sheets and Effects dialog, sheets are organized according to the drawing order, with the sheets first in the drawing order at the top, and sheets last in the drawing order on the bottom. To have something being drawn on top of something else, the entity that should appear on top needs to be on a sheet later in the drawing order than the entity that should appear below it.
