Subtle hills on a city map

Hi team,
Does anyone know a better way to do hills on a city map. I'm trying to do something that looks less like a button from a 1995 website and more like rolling hills from a pleasant hillside view.
I did these hills in GIMP which is obviously not ideal. Would prefer a way to achieve a similar result within CC3+ itself.
