"Fabric" Flags

Many years ago, I used CC2 to create a couple dozen flags and banners for many of my campaign setting's various realms. Here's a link to my wiki that has an example of one:

I just saw this map over at Cartographer's Guild, and decided I'd like to use my flags on some of my maps in a similar fashion:

Since both my flags and maps are fcw files, it's easy enough to combine the two as is - but I really like that real fabric look.
My question is - is there an easy way to add that wavy/real fabric flag look to my flags using CC3+ and it's sheet effects?
Or would I be better served trying to figure out how to do it in one of my graphics programs (GIMP and Corel PaintShop)?
