One old Twilight:2000 magazine article of GM resources had the contact information for the public relations division that did that and had inf on how to obtain the current catalog of maps you could get from them.

says you can purchase printed copies of declassified maps through NTIS.gov, but it's a very confused web site.
Here you can download maps directly from the CIA in PDF or JPEG, though they aren't especially detailed.
There are also some maps (and tons of other useful info) in the CIA World Factbook (invaluable resource for anyone running a spy oriented game) here.
