adding coastal line to city map
I'm trying to create a map on the coast for a city with a dock. I've tried changing to the Overland tools and have created the coast, but when I try putting building on the map, the disappear behind the landmass that I drew and I can't move the layer behind the other layer now.

Are you talking about the layers, or the sheets?
The sheets are what control the order in which the map is drawn on the screen. The programme starts at the top of the sheet list and works its way down it, ending with the last sheet on the list, which is usually the map frame.
If your land sheet is listed in the sheet list above the city sheets, then all is well, if its below them in the sheet list, then it will be drawn after them and appear on top of them.
You can see the sheet list by clicking the button on the left with the three yellow sheets on it
Check properties of the entity that you build. There you can change many of it's characteristics. Layer, sheet, color and many other things.
Bring to front
Bring in front of.
One good trick is to hide other layers if other items make it difficult to get to the item you are trying to manipulate.
