moving layer up or down

I'm not sure what I did, but I was able to click on the layer box before to bring up the map layers and was able to move a layer in the map up and down, which put the layer behind/in front of- the other layers. But now that option seems to be gone.

How do I set the layers to be able to be moved in which one is above or below the other?

I think you may be confusing the layers with the sheets here.

I think I may have answered your question already in the comment I made on your other thread a few minutes ago, but it is the sheets that control the order in which the map is drawn, not the layers.

Let me know if you are still having problems once you have moved the sheets around a bit

Layers are alphabetical, sheets determine which sequence items are drawn on the map.
