Multi levels in one map

I'm working on a map, where I am creating an area underground. I'm attempting to make. Waterfall, and for the waterfall itself, I know exactly what I want to do. The problem is this. To do.what I want, I have to have multiple levels on the same map. This can't be a multi floored map with each floor on a different map.
I thought I was going to use the all dungeon tool to draw the walled caves, and then go in and make the higher level, the make the waterfall on top. But when I did, even though I set up a separate sheet with the new floor and new walls, and moved them below my first set, my second floor went under my first level wall.
I'm sure there is something in the tome that covers this,. But I don't know what I'm looking for. Any suggestions?

CC3 has a way of putting stuff where it wants to sometimes, if you let your guard down.
I was trying to use the dungeon drawingtool, I though it would save me some time. I think I'm going to have to be a little more creative than that. I may have another idea that might work...
Most drawing tools decide their sheet themselves, and most floor/wall combination tools use two different sheets, so you will need to keep an eye on them.
As an alternative, create a new drawing tool that draws to your secondary sheets. Make it a copy of the normal drawing tool so you have everything set up, then just change the sheets for both the main entity and the outline in the settings for the tool.
