CC3+ Half-HeightToolbars

I just installed CC3+ (3.70) on my Surface Book (Windows 10). I'm noticing a half-height toolbars on the top and bottom of the window. I believe I ran into this with earlier versions of CC3+ but my recollection could be off. Is this a known issue - a quick forum search didn't seem to catch this.

I've attached a screen capture showing this issue.

Yes, this is a know issue for CC3+ on high-resolution screens, together with the ridiculous small toolbar icons. I know they are working on it, but I am not sure on the status.
